Both of those versions work fine for me, but so does 1.66.
Your problem with 1.66 is likely related to something else - and we could use
the bug report.

I had Arachne 1.62 already installed and set up, so I tried to view those
weather pages linked from http://iwin.nws.noaa.gov/iwin/textversion/main.html.
Good in Arachne 1.62 as previously, bad in Arachne 1.66. I believe the full
URLs were
http://iwin.nws.noaa.gov/iwin/us/national.html
http://iwin.nws.noaa.gov/iwin/ky/hourly.html
Since the format of these pages presumably stays the same while the data change
frequently, I haven't tested more recent in Arachne 1.66. I use mostly
OS/2 Lynx.
