Talk about New Deal Office/Publish and use on older computers makes me think of
Framework, originally developed by Ashton-Tate (through version IV), then
acquired by Borland when they bought Ashton-Tate, although Borland didn't do
anything with Framework.  I had Framework III 1.1 back in 1990.   More recently,
Framework came back to life, or tried to, and they had a Web site
http://www.framework.com

I visited that Web site probably over a year ago.  Framework was an integrated
office suite, they had version 5 and were working on v6, still a DOS
application.

Update: it's still there.  Framework VI seems to require a Pentium.
