In fact, the size 1 and 2 fonts are slightly larger than those used 
by the majority of Windows browsers. This is a good feature for the
increasing use of <font size="2"> for the main body text, and many
people find "boilerplate" text of size 1 or H6 unreadable in Windows
without changing their font size settings.

It's Arachne's insistence on using size 1 for directory listings
that is wrong for many of us.

My own playtime with fonts for Arachne has used a mix of TTF Arial
and Times New Roman, to try and more closely match the sizes in
Windows. This is because the font conversion tools aren't too
accurate with regard to size. Much hand-tweaking is required to
place the pixels "just so" and make the characters more readable.

In page layout terms, it's more useful to have font sizes 1 and 2
than some of the larger sizes. Using smaller point sizes for the
large fonts used for headings is no handicap, and saves resources.
