The attachment does appear to be a fragment of a UUencoded file.
However, it cannot be decoded because it is incomplete.

An encoded file is always larger than the original file because it uses
more than a single low ASCII character for each actual character in the
file which is encoded.

And when an encoded file is encoded again it will also increase in size,
because of encoding "ID" attached to it.  

All complete encoded files have clear beginnings

UUencoded files have something similar to Base 64, and would included
the name of the encoded file and the size of the file.  As you can see
below, the fragment of UUencoded file you attached to your message has
neither proper beginning

That is why it can't be decoded [or even "opened," according to my
