You are probably right about that.  If this is true, then some DOS internet
applications are *not* compiled with the WATTCP library (or WATT32).  With
NetTamer, for example, you can shell to DOS while the program is running
and connected to the internet and you will not find a file named WATTCP.CFG
in any of the directories seen by NetTamer.
