Good question, Richard. Bernie raised the same question in his reply
to my post. I had even anticipated such questions about my post. I do
have answers. Please see my reply to Bernie, same subject.
I agree that the countries you have mentioned do have much bigger problems
than to search for and punish spammers. All other countries including my
own also have bigger problems than this. My proposed solution to the spam
problem would not require the enforcement costs to be borne by the
respective governments and their taxpayers, but by the revenues collected
from fines levied against the spammers.
