Do you have a "Win" modem ?
Yes, EPPPD.exe is the packet driver. That message usually appears when
EPPPD can't find your modem. It will also appear if you try to load EPPPD
high in most versions, and it will appear if you do not have two Nameserver
numbers in Arachne.cfg with version 1.66. (Maybe 1.65 too ?)
