Unicode Transformation Format, 8-bit encoded; as opposed to 16-bit is
the assumed default (rarely realized in practice) of the Unicode
standard. Start at http://www.unicode.org/

It's change, but when there's a somewhat stable standard, it'll be a
Good Thing.
