I know that Infree is banner-less, but I'm not sure 
about how to access it without using their software.  
I haven't tried it at all because of no local number so 
I don't know what it is like at all, but the people on the 
FreeNET list that use it seem to like it.

I'll try to find out about any Free ISPs that might be 
accessible with Arachne.
