You made me drag out my PartitionMagic 4.0 manual. There is an operation,
"Resize Clusters" but on a cursory look it appears that it does that by
changing partition size. Quoting from the manual:
"The 'Resize Clusters' dialog [box] (Fig. 4.6) displays the possible cluster
sizes from 512 bytes to 64 KB.
For each cluster size, PartitionMagic displays the following:
- A bar graph and percentages represent how much space would be used and how
much space would be wasted if you chose that cluster size for the currently
selected partition
- Wasted space (in megabytes)
- The range of allowable partition sizes (in megabytes) or other information
If a cluster size requires a partition that is too small for the data and
files on the partition, 'Not Allowed' appears in the Notes column. ...
PartitionMagic adheres to the established limits for partition and cluster
sizes. You cannot select a cluster size that is invalid for the selected
partition."
I don't believe that there are any demo disks of PartitionMagic.

I have resized my partitions several times using PartitionMagic without
reformatting the HD. There are several programs available on Simtel that say
that they will do the same thing, but that is at your own risk. I think that
the ease of partitioning on the fly, resizing partitions without reformatting
makes the purchase price of PartitionMagic well worth while.
There is also a PC Magazine utility, Chkdrive.exe that will analyze your
drive for wasted space and recommend the optimum cluster size. (Doesn't
resize your partitions, though.)
