Not necessarily. IMHO.
It gives one the option of writing the text while it is fresh in
one's mind, saving it, then adding the recipient(s) and a relevent
subject later when one has thought about it some more (or looked up the
address that one couldn't remember before. That is what the "modify"
button is for.
Seems more like a flexibility feature to me. :)
