When a single word is too wide with the selected font size for a
table cell which has its WIDTH spec'-ed, the cell will re-size as
expected, but there will be a "toothpaste tube" effect that shifts
the text up a line. An example is attached.

The middle cell above has a width
specified that is too narrow for the text. The cell re-sizes
to contain the text, but Arachne squeezes it up a line. The
text should be VALIGN="BOTTOM", as with the right-hand
example.
