It's both. :> It's both free & charged, .com & .net

is there any way to use Arachne from Netzero?
There doesn't appear to be. A glance at the 'headline' about NetZero
suing Juno for patent infringment seems to make it clear that you must
use their dedicated software [a frames scheme using scripting of some
sort??].
It has also become clear that CBS & NBCi now have their "services" set
up to run the same type of floating frame [tickers] plus some
specialized 'click & learn more' script which works on "any word, even in
e-mail" ...
I wonder how exclusionary the various services are? If I use dozerware
and want the floating ticker [set at whatever speed I desire] to follow
me everywhere, will I then be able to go over to NBCi and grab their
"click & learn more" script? [sense of wry digust fills me]
What ever happened to the concepts of people having brains, not needing
to be fed premasticated pap or given an instant definition or list of
synonyms for words in e-mail messages??
I don't like the direction I see the internet going, with commercial
sites being turned into little enclosed enclaves that make AOL look
open! aaaaiiiiyeee!
