ASCII (the "American Standard Code for Information Interchange") is a 7-bit
code. The 8-bit version(s) used on the IBM PC are more aptly referred to as
IBM-SCII.

Like I said, hebrew ASCII exist. No need to use HTML. Thats not the
reason. The reason is:
1)HTML is "cool".
2)HTML is the default setting in Outlook and Communicator.
Most people dont bother to change the setting, dont know the settings
are there, or just dont plain care.
And the amount of people in Israel who run Linux equal exactly to
the amount of people you can call "Outcasts". 90% if not more are
running Windows 98 or up, and use Explorer exclusivly. I'm talking
from exprience here.
