some are simply _not_ loaded !
The part that stays in memory is smaller than the resident part in memory.

IMagine it ... EXE HEADER is useless, some funtctions needed for the EXE
(eg /? help screen) are not needed by the resident part.
Smartdrv has eg a CD-ROM caching module, you can choose not to install it,
so it is in the exe file, but not in memory.
Command.com has IMHO a table with strings (messages, ...) which it loads
from command.com file, if needed, ......

I have forgotten it as well ;)
But I never ever used these utilities, even when they were part of M$ DS

but it is not necessary for anyone who
1) does not know what dos is
2) hates command line
3) wants allways a graphical desktop
4) ....

98% of 'normal' computerusers (not freaks :) fall into this category, so M$
decided to boot directly into windows ...
