Good question, I have also had this problem.
However, I have also noticed that frequently something
gets messed up in Arachne and even though epppd is loaded
I am no longer properly connected to the internet. My only
solution has been to hangup, exit Arachne, restart Arachne,
and dial & reconnect. I usually execute "termin 0x60" before
I restart Arachne to make sure epppd isn't loaded.
