Low-end DOS and Win3.1x PCs are short of graphics software with plug-in type effects. Pixel32 does interesting things, but not on my gear; Paint Shop Pro's and Photoshop 2.5's 16-bit plug-ins are sunk without trace :-( Well, I've run across an online tool which prides itself on being JS-free and any-browserable and will produce several effects, including animations.
