Low-end DOS and Win3.1x PCs are short of graphics
software with plug-in type effects. Pixel32 does
interesting things, but not on my gear; Paint Shop
Pro's and Photoshop 2.5's 16-bit plug-ins are sunk
without trace :-(  

Well, I've run across an online tool which prides
itself on being JS-free and any-browserable and
will produce several effects, including animations.

The only disadvantage is that the image(s) to be
processed must exist on the Net. Get in touch if
you'd like your stuff uploaded!

BTW, Arachne 1.70 does CSS tricks that
