I think the second version, i.e. save page and all linked graphics to
a directory of your choice.

Quite possible. I haven't had IE (any version) on my computer for a
few years (ever since it tried to take over everything) so I couldn't
say. But I also use Opera 3.60 for Win3.1, but even Opera 2.something
could save the whole page, with its linked graphics, to any directory
you named. And when saved, all the links worked and showed the graphics
- even with another browser, so the HTML coded links had been amended, if
required, to point to the same directory.

I guess that is where the manual editing of saved web pages comes out
on top - you "localise" the graphics and sound files, but leave (or
edit) the links to other web pages that you didn't(/did) download.
Not very straight forward, is it. :)
