The diffrence is this:

Arachne always asumes it has the latest version of the page and doesn't
even ask the server if a new one exists.
Internet Explorer checks "each session" (or "once per session") per default
(so does Netscape). You can probably set IE up just as Netscape to have
"every time" (useless unless you surf a lot without turning the browser
off) and "never" (ala Arachne).

None of the mentioned programs assume that they need to redownload, they
only change in if they ask the server for the time of the file (or they can
ask the server for the latest page if they haven't already got it).

BTW: Interestingly enough there were two choices for Karlstad (and this is
a fairly small city), but the pages don't seem to be in order (the page
doesn't end correctly). But this was in Netscape so it might work good with
Arachne ;-)
