frames have been downgraded in W3C spec due to their numerous
usability problems.
the Browser Upgrade initiative is not Windows, Mac, or
Linux-specific. Nor browser-specific.
it's about standards and accessibility.

your black and white tv analogy is perfect! i agree with you. i'm
supporting standards without hurting old browser users.
