I haven't used it either ...
but I would be VERY surprised if device=ramdrive.sys 4096
would NOT create a 4 MB ramdisk ...
But as I already said it would be better to go for a free alternative like
xmsdsk. (or others)

no ... because of necessary virtualization.
(DOS Programs think that they are alone on the computer, which is not true
any more, so windows or any other dos emulator needs to virtualize the
environment ... )
