The Toolbar in 1.70

Pardon me if I missed the answer to this recently (I've been on holiday
for 6 weeks and missed the Arachne email).

I'm *very* pleased that Michael has restored the option of the 2-line
toolbar at the top of the screen BUT HOW DO I MAKE IT STICK?

Every time I set it to 2 lines, exit and then restart Arachne she comes
back up in the 1-line format... argh!
