Whatever the difference between Local and Internet IP is, it doesn't
seem to be as you describe - but it was excellent to show that there
IS a difference.

I won't bother uploading a NEW screenshot, but you can see from:

that I *DO* have a Local IP and I am most assuredly on dial-up.<G>

And just believe me when I say that:
http://www.showmyip.com/

displays exactly the same number that Arachne calls my Local IP, but
they call it my "Current IP address".

What's it all mean ?
It seems from your first screen that in your case, with a dedicated
connection, you have a fixed Internet IP number and different Local IP.

It seems in MY case, my Local IP and Internet IP are the same and
probably variable.
