It would have been good of course. But if we remember what Kaine said (in
the early 1930's IIRC) it's better for those who have much money to spend
it so that others who are less fortunate can get employed (and so on). Most
countries doesn't believe in what Kaine said these days but in a way it's
correct. However I wonder how many russians were actually helped directly
by this. In one sense paying the russians might have helped them keep the
"business" going for a while and the amount of knowledge they've gathered
over the years shouldn't be lost (well probably not all of it would since
NASA or ESA would probably hire many of them).
