Define access !
You can be reached via the internet, if your ISP gives you a real IP.
(no NAT)
If you run any demons (mail, news, ftp, ...) and your ISP doesn't block
incoming transfers, than those demons can be reached from the outside.
(again only if no NAT/IP masquerading is involved)
