Many Republicans are far to the right of Bush and he must assume
certain postures to appease them. Mostly this is just rhetoric.

Bush was elected because he was a better politician than Gore and
was able to overcome Gore's advantages in the states that mattered
most in the Electoral vote. Many people did not respond to Gore's
personality and did not feel comfortable with him. Also there was
a backlash against the Clinton administration due to the scandels.

If Gore was a more effective politician and better able to inspire belief
and confidence he would have won the election without a problem.
