The nicest little program of this kind was Dcwin. I believe I found it at
Simtelnet in the Win3.1 section, or somewhere at ZDNet, but I am not sure.

It was very simple to use and ergonomic. The resulting drawing was printed 
on paper with pinpoint accuracy. I think it included a calculator somewhere

Main drawback: it was shareware. I doubt it can be bought any more. It used 
to stamp an annoying message using small characters somewhere at the bottom
of the page. After I  used it for about 100 times the message became big in 
format and sticked all over the page.

There was no way for me to buy it, so I had to dump it :-(
