I finally got the new USRobotics PCI hardware modem to dial and connect. I was able to hear dialing with EPPPD and CHAT, and with EPPPD and MINITERM from within Arachne, but no IP connection. But LSPPP managed to make the connection successful. Bug in EPPPD that most users never see? I still wonder why EPPPD was able to connect successfully with Diamond SupraExpress 56i (ISA) jumpered for COM4 (base 0x2e8) IRQ 5 but not with the USRobotics modem at base 0xd400 IRQ 11. Both these COM ports are nonstandard.
I guess I could configure Arachne either to use C:\LSPPP\WATTCP.CFG created by .BAT files, or to use environment variables MYIP, REMIP, NETMASK, PEERMRU, DNS1 and DNS2. Or maybe Arachne wouldn't recognize all those variables other than MYIP? COMTOOL, included with Arachne package, accessed the Diamond modem but would not access the USRobotics modem. Conex 7.1 was able to access both modems, as was Commo75 (downloaded from Simtel). Ralf Brown's RBCOM 3.46 was able to access the Diamond modem but not the USRobotics modem, while two other COMM programs downloaded from Simtel (Cyclone and Supcm12) didn't work with either.
