I can tell you about Romanian voting sites. For instance on http://www.top100.ro (the most famous "vote for my site" one in the .ro domain) the person behind a certain IP can vote a second time for some site only after 24 hours have passed since the first vote!. It is a bit cruel, because if I select to use my ISP's proxy server when browsing and expressing my vote, no one behind the same proxy should be able to vote for the same site, for the next 24 hours.
"http://www.voturi.ro"; has this "second vote denial" time set to 1 hour. I know a friend of mine who patiently waited for the one hour time to expire, to vote again and again... This turned to be rather dramatic as he used a fixed IP. Finally he managed to enter the French "Muzik" TV station into the TV station charts. :-) Cristian Burneci
