Is your PCI modem a real (hardware) modem or a Winmodem?  With EPPPD and CHAT
outside Arachne, or EPPPD and MINITERM from within Arachne, I was able to hear
dialing on my USRobotics PCI hardware modem, but EPPPD failed to complete the
IP connection despite using essentially the same configuration as with the old
Diamond SupraExpress 56i ISA modem, changing only the base address, IRQ and
init string.  But LSPPP worked with the PCI hardware modem.  I modified
ARACHNE.CFG to set Connection READY, Hangup NUL, get data from
C:\LSPPP\WATTCP.CFG which I produce with a couple of .BAT files after connecting
with LSPPP.

Isn't ISDN very expensive?  ISDN is very expensive in the USA, much more
expensive than cable or DSL.  Bell South price was $60/month in addition to
other telephone costs, and that didn't include Internet.
