Win NT (==Win 2000 == Win XP) is no longer based on DOS.
So in order to run DOS programs it needs to emulate a DOS environment.
(like linux does it with dosemu)

M$ has done a pretty good job in emulating DOS, but naturally an advanced
kernel like NT or Linux can't grant direct hardware access, so some DOS
programs can't run.

PS: Win Me doesn't fall into the NT category ... it is still based on DOS,
but M$ tried harder to hide that fact !
