I later found by experimentation that the format seems legal,
but it sure is ugly.  If there are too many "To:" recipients in
the "To:" header, the "From" header will also get messed up when
the message is rendered in HTML by Arachne.  At this time I no
longer think that bad formatting of the "From:" header has anything
to do with the problem.  Too many "To:" recipients is the cause of
the problem.
