No ... those computers had a OS + the BASIC Interpreter.
The C64 had a kernal ROM (OS) + a BASIC ROM (basic)

it was simply the case that the OS started the basic interpreter.
It was the same with the first versions of IBM PCs ... they had also a
version of DOS in the BIOS.

?? DOS, Windows and Linux are all written in C.

You compile those sources and get the OS binaries ...
