Yes. The time/date setting in my computer is generally almost always correct as far as my local time is concerned. I'm not so sure about the plus or minus 400 or 500 and which is for daylight savings time and whether it should be plus or minus. The plus or minus part is different for different mailers. This is a confusing issue and it has been discussed on the list before. Maybe it just depends on the position of the observer and whether he thinks of time as running forwards or backwards.
