Yes it is certainly possible, and I have done this many times and by using various techniques and programs; however, regardless of whatever service you are logged on to, and regardless of whatever program or method you use for fetching your mail from the other provider, you will still of course have to log on to the service of the other provider somehow. If all mail servers of the other provider are busy, then you can't get in. In my experience I have always found that trying to get in by another method doesn't help at all during the all_circuits_are_busy situation. You will just have to wait and try again later.
