I have DR-DOS 5, 6 and 7, but I don't know if 5 is the earliest that I have.
I do remember that with the first version of DR-DOS that I got, I noticed
that all of the disks were write protected except the first. That gave me a
clue that installing DR-DOS did something to the first disk. Just to be
sure, I copied the disk, write protected it, and tried to use the write
protected disk to install DR-DOS. As suspected, it didn't work until I
removed the write protection. (I put a big note on the original Disk 1 to
not use it, but to copy it and use the copy.) I think that it had something
to do with installation on one computer only. (I also found out that if I
wanted to use a DR-DOS function on an MS-DOS machine, if I SET an
environmental constant, SET OS=DRDOS, I could run the DR-DOS routine, and
continue to run it even after clearing the environment.)

If the DR-DOS OS that was downloaded from the web was one that was used to
install DR-DOS, then that may be the reason that you can't get it to boot.
