No, you can use a public DNS server which will work with epppd.
I have one free ISP which for some reason does not answer me
when I request a dns number from a DOS program, even with lsppp I use
public servers 199.166.31.3 and 199.166.31.250 at Orlando Fla. and work
 fine but takes a little longer for answering.
