Here is what I found out:

There are some help screens available by entering "dss /?" (without the
quotes).
The numbers specifying the audio formats are to be found in dss.ini.
The /SSF switch sends sound parameters, like this:
dss infile.wav outfile.mp3 /T /P10 /SSF/BR128000/SMJS
This command will convert (/T) the file infile.wav from WAV format to
outfile.mp3 (MP3 format, /P10) with a bitrate of 128kBit/s in
JointStereo mode. Note, that there are NO spaces after the /SSF switch.
If You leave out /SSF and following DSS defaults to 256kBit/s an Dual
Channel.
DSS uses the LAME routines to encode to MP3 which sound ok, even on a
hifi stereo. Of course MP3 is NOT CD quality.
