If the PC works with Window$ internet applications but not with DOS internet programs I would suspect the modem. The machine probably has one of those WinModems or some other similar type of pseudo-modem. To establish an internet dialup connection with DOS you need to have a real modem. Real modems are better than WinModems even for connecting to the internet using Window$ and for running Window$ applications.
