Arachne and insight can handle it just fine.

That is, when the charater set information is placed
where it is supposed to be.
(on the `Content-type' line in the eMail headers)

When it is placed on the `from' line.
Insight does nothing with it.

Even your message did not correctly identify the character set to be used.
---- Content-Type: TEXT/PLAIN; charset=X-UNKNOWN ---

Where-as, the header of this message (being written in Arachne), will
include this line in the headers.
