True enough. As a business owner, I cannot refuse entry into my establishment, all persons born in Russia. But my ISP is permitted to (and did), block all emails originating from ISPs in Russia. Since I run a plumbing retail store. I cannot legally refuse to sell to Russians based solely upon the fact that they are Russian. If I ran an ISP. I could legally refuse to receive emails from ISPs in Russia based solely upon the fact that they are in Russia. Even if my store is robbed at phaser point by a green-skinned martian who vaporizes one of my employees during the robbery. I still can not legally ban all green-skinned martians from entering my store. But if the customers of my ISP (in my opinion), begin receiving too many spams from Mars. I can now legally block all emails from Mars.
