It is superfluos only for distributions that use UMSDOS (and need DOS for
booting)). For other distros it is not.

Windows ME is DOS based, too. It is a member of Win 9x family. They just hide
DOS in ME, but it is there. 

The members of the Windows NT family come with a DOS emulator bundled. I've
tested the one in Windows 2000, but behaved poorly.
