Well ... my theory is that the basic issue is control. Twas so in the Balkans, Central Asia, Central Africa and West Africa, and Warsaw Pact Czechoslovakia. I don't have any experiences prior to the mid-1970s, but I'd expect that control has been the issue everywhere. Money might be the scorecard, ideals the excuse, or fear the trigger, but I say it's a control issue. I prefer control over the other factors, because Arachno-Butyl hackers can tackle the control issue by providing alternative software and hardware systems. That gives power back to the little people, which is what Arachne was (and is) all about. So, don't confuse me with any facts, my mind is made up!!!
