No, the reason why you are getting so many viruses from aol'ers
is that aol'ers are clueless.  Most of them are either newbies
or they are people who continue to use AOL because they just want
to use the internet without having to take the time to learn how to
be very computer savvy.  They don't want to take the time to learn
about the advantages of using a real ISP.  They like to use AOL
because AOL is so easy for a clueless person to auto-install and to
set up and to use.  If they knew what they were doing their machines
would not be getting infected with viruses.

These types of problems should and ought to to be solved by peer
pressure and volunteerism.  The problem is that they are not being
solved in that way.  The only peers that spammers have are fellow
spammers and others who can teach them how to make money by doing
unethical things.  These are not the kind of people who would respond
in a positive manner to your advice on how they should try to be nice
and behave right.  In order to deal with those kinds we have invented
government for the purpose of tracking them down and punishing them.
Government does not become too KGB and Nazi unless we allow it to
resort to abuses, which unfortunately we have, in some aspects.
