No, arangod ist a file. It is the main binary file of arangodb. If you 
installed from source with make install, I assume, then you will find 
arangod in /usr/local/sbin/arangod. 

So 

/usr/local/sbin/arangod --server.endpoint tcp://0.0.0.0:5001 
--agency.my-address 
tcp://192.168.1.1:5001 --server.authentication false --agency.activate true 
--agency.size 3 --agency.supervision true --database.directory agency

> is what you need to invoke. But I would most humbly urge you to not use 
3.1.9 but rather 3.1.11 either from source or from the Ubuntu repository as 
provided:

https://www.arangodb.com/download-major/ubuntu/

3.1.9 as much as we regret is a fairly buggy version of arangodb as far as 
the cluster is concerned.
