Hi, 
Arangosh.exe should be installed with the server. 
If you clicked 'add to path' during the installation, just typing 
'arangosh'<enter> in cmd should launch it. 
The file can be found in your installation path in 
c:\....\ArangoDB3....\usr\bin\arangosh.exe
