OK; that sounds like a useful enhancement. (I *think* what could be going on here is that when the tools were first deployed, some people may have thought that "manual" meant only "I manually changed this from closed to open," and not "the exposure of each file is individually controlled." Just a guess, though. It's quite a mess to clean up.) There are some cases where "manual" is justified, but the materials (for whatever reason) haven't been properly redacted.
