He is not?   He is listed as a full member on http://sac.eng/PSARC/
(as was Bill - I relied on that list, and forgot it doesn't show which
 members are "on sabbatical".)

At the moment, I don't think the Constitution allows any options other than
a vote of the current Core Contributors for naming new ones, and requires
that groups maintain their Core Contributors or be dissolved.

The new Constitution [1], should the Core Contributors vote to accept it,
will offer groups the freedom of defining their own membership process,
as well as splitting that from the OGB election voting pool.
