The details of the process change center on the sponsor - they need to extend the timer and play an active roll in motivating members to look at their case. (and, yes, if the sponsor is an arc member, they can say +1 - though as a chair, /I'd/ certainly look for another voice, since I'd expect a sponsor to have looked at the stuff in any case :-) -John
