Through the ARC.  The word "contract" here is a terme d'art.  It has
nothing to do with money or commercial contracts of any sort.

The template for a contract is linked from the left-hand side of the
community web page.  You can get it here:

The hard part is usually in getting the names and contacts required
for the paperwork -- not surprisingly, that's sometimes hard inside
Sun, too, as it's a big company.  I'd suggest looking for the closest
matching OpenSolaris community group or project, then posting about
what you're intending to do there.  After some discussion (to make
sure your plan isn't flawed in some way), ask the folks in that group
to tell you the names you need for the form.  The folks closely
involved with a given project should know.
